This may be required to have your chat and mail windows on every desktop in KDE. One example can be for Gaim:
Right click on the window title
Advanced -> Special Window Settings
Select “Use window class (whole application)” and click OK
Select tab: Geometry
Check “Desktop”
Select “Apply Initially”
Select “All Desktops”
Restart the application and see..
The setup may be even specific to window title..
